Fixes to block callback and archery AI callbackOnBlock now passes in the blocked parameter, fixes a bug with Annihilator's shield capacitor. The addition to shoot is so that the mecha knows it can shoot through the player and turrets, makes it a bit less dumb. Also added archery_pass_friendly to the thoughtform archer so it's less useless. See merge request !591

There are various reports of this being a problematic scaler in 1.6. I don't see how, beyond it being an insane scaler in general, but its possible a change has been overlooked and its probably better to disable it for now. One thing that might have changed is the new AI and/or various things not breaking stealth anymore might've made hard hitting abilities actually use the bonus more often. Dunno. NPCs with Shadowstrike base get a small crit mult bonus instead. The rat lobby is strong, and they get to keep the actual talent. #squeak

Reduce the scaling of the Archmage resist pen scalers to approach 60% instead of 100% (player TLs are the same) These have been crazy for way too long and are more relevant now that fixedbosses have more focused talent choices.

In addition to already having a lot of melee hate the Blighted Summoning buff made the summons very tanky potentially prolonging the fight even more. Since Blighted Summoning is cool and Spine isn't, it gets to stay.

Being Frozen will not prevent the application of Wet and Frozen Feet debuffs If the caster is Frozen when casting Shatter, the ice block is instantly destroyed

The way themes work make it hard for these to not be obnoxiously common, notably this tends to make Telepathy: All and the other Telepathies show up at once. I don't have an immediate elegant solution for this so just disabling for now.

mini art tweaks 2 - Replace auger on Pick of Dwarven Emperors with earthquake Putting auger on pick is an old change I made to pick way back that I heavily disagree with nowadays. I want to discourage dig cheesing through challenges as much as possible personally, new Auger also would probably always occupy the tool slot with its % phys increase for a lot of characters even if not used to dig. Swapped to earthquake to keep it on theme a little more, and made it arcane powered since these are both spells even if item actives, also gave a very small boost to stats to round them up. With the high peak revert it's probably fine for this to go. See merge request !590
