- Replace auger on Pick of Dwarven Emperors with earthquake

Putting auger on pick is an old change I made to pick way back that I heavily disagree with nowadays.

I want to discourage dig cheesing through challenges as much as possible personally, new Auger also would probably always occupy the tool slot with its % phys increase for a lot of characters even if not used to dig. 

Swapped to earthquake to keep it on theme a little more, and made it arcane powered since these are both spells even if item actives, also gave a very small boost to stats to round them up.

With the high peak revert it's probably fine for this to go.
