Not sure what this number should be, but not the same as the chance of a 1H mace dropping.

Infinitely hiding in walls is an excellent gameplay feature and this commit is really bad.

Its just too hard to have Woes and Surge not both have a physical proc since its the most widely used DT, and Woes is short on DTs as is.

Its pretty niche atm for how often it drops

I really want this to serve as a more consistent counter to manaburn, and it drops a lot less now so the quality of manasurges should be high.

The eternal war on debuff spam continues.

These aren't very tied to stats for players anyway but are very annoying when spammed by NPCs.  A potentially better solution is just to reduce the chance of attack runes spawning on NPCs similar to how Teleport is banned, but I'm in a hurry :p.

Negative escape weightings can sometimes get inverted to positive values by the _want calculation in improved tactical.

While this is super thematic the new Elemental Surge just has way too much burst damage potential since Vor can proc multiple elements at once pretty easily.

This is making killing him incredibly tedious for melee, and theres plenty of melee hate here already.

These are stupid to deal with early, and a few were set to level 1 by total accident.
