Makes ranged double-weapon only able to shoot once if offshoot not allowed

LU "helminthauge" requested to merge helminthauge/t-engine4:no_offshoot_for_double-barrel into master

Currently offshoot is the attribute exclude to gunslingers, which make them able to shoot twice per attack. However, double-guns, such as the Long-Arm, enable everyone shoot twice per attack, once as mainhand and once as offhand. This really upsets gunslingers.
