WIP: Update talent tactics for AI
This merge request contains following changes:
- update tactics for talents
- add damage type in tactics for weapon-related talent, and accuracy & defense check, add damage & armor & APR check.
- adjust tactics for certain special talents: Chants, Snap-like refresh talents, Disperse talents...
- remove several useless skill from npc
These changes have no influence on the real effects of the affected talents. These brings subtle changes for AI, and may affect the difficulty of the game. In my test run in Insane, lv 2 ~ 20 is almost unchanged, and difficulty slightly increases with level.
