Mini art tweaks

A small set of numbers tweaks for some artifacts

  • Buffed Stormfront all-around so that it'll pack more of a punch
  • Small buff to Spectral blade's base damage and its arcane on-hit, added 0.1 mag scaling. Lowered and changed req. from STR to MAG
  • Increased defense and immunities on Eel-skin and added pin immunity (50%) and lightning resistance (15%)
  • Skin of Many racial bonuses for undead increased slightly. Changed color of log special message for visibility
  • Increased life regen on Earthen Beads and lowered CD and cost slightly
  • Added some defense and slow projectiles % to Feathersteel Amulet
  • Changed Halfling Foot from Arcane to Nature. This source makes no sense and contributes to the frustrating lack of gear for early anti-magic characters
