Nerf timeless

Huge timeless nerf. Removed debuff/buff effects from timeless so we don't have to keep moving things to other. So basically it now lets you shave up to five turns off all your cooling down talents. I think that's still quite awesome and that shalore still have a lot of other great racials.

I love this talent. I think it was a great idea and a lot of fun. I don't think it should have been generic :(

Also made it so shalore racials can be silenced, mostly for symmetry as no other spells that I know of can be used while silenced.
