Expand the early game stun talent level reduction to all disables
We can't expect stuff to be reliably cleansed early game, especially with rares unlocking at level 4. Players simply don't have many tools at that point. Fortunately, most disables scale their duration with talent level, so capping that helps keep them lasting 3-4 turns early instead of 6+. Still kinda obnoxious, but better. This should also help address how slow the early/mid game is currently.
