Reduce Blade Flurry cost

Pulverizing Auger (and all damage spells) now works for stabilizing wormholes in the Abashed Expanse

Mobility numbers

Minor tuning of Mobility numbers, notably less stamina cost on TR.  razakai has approved these in chat.

SteadyShot

Fixed a bug where Shoot didn't inherit Aim's mark bonus. Also Steady Shot now fnctions like Double Jab, costing 0 and automatically replacing basic Shoot if it's on cooldown.
