update Eye of the tiger:

1. Eye of the tiger affects demented talents now.
2. Eye of the tiger reduces steam talents by 2 turns instead of 1.
3. The data of Eye of the tiger is easier to configure for mods & dlcs.
4. When triggered, eye of the tiger will show in log which talent is affected.
