This merge request contains following changes:

update tactics for talents
add damage type in tactics for weapon-related talent, and accuracy & defense check, add damage & armor & APR check.
adjust tactics for certain special talents: Chants, Snap-like refresh talents, Disperse, Ward...
remove some useless skills from npc

These changes should have no influence on the real effects of the affected talents.
